I had my first game today, IG vs Escher Hive gang. IG got stomped. Are you sure the speed rule is right? When making a retinue it seems unfair that the IG has to pay 12 points for two armor upgrades while the eschar get +2 to their speed which converts to 2 armor upgrades (plus other advantages) for only 2 points. As is, it seems to me speed should cost far more.
The problem lies in the fact that in this set of rules speed may always be used to enhance armour, even if the figure did not move that turn. So yes, the speed rule is correct.
A figure that is zipping past ís harder to hit than a static figure, because forget not, the game is supposed to be quasi real-time. Hence the fact that the speed bonus may be added to armour.
A better solution would be to allow the speed bonus to armour only if the figure actually used the speed bonus in addition to its standard movement. You could turn that in a house rule. We do in Hasselts, and it works perfect.
Another solution would be to give the shooter a penalty when firing on a figure that moved, like done in 'In Her Majesty's Name'. A penalty of four points is given there.
The group here, sadly, is a 'play by the rules only' mob, so playing the game with the speed rules as is sort of breaks it. The guy with the Eschar is unlikely to want to give up his huge advantage that this allows. On a similar note, the Hive gang list gives Eschar +2 speed. Does this mean they all have speed +2 or +2 to what they have, giving a Juve a speed of +3?
